Apple has a seriously mixed record on standards, even with ODF. For example, it's been reported that Leopard has some support for ODF baked into the OS. IIRC, TextEdit can read and write ODF.

The iWork team has a history of being really sloppy on standards. Their previous file formats have a) sucked, and b) been poorly documented.

So it seems to me the problem is that management doesn't insist on an open standards policy across the organization.
